Mitchell Landowners Seek to Merge Property Plats to Lower Taxes — County Officials Say State Law Blocks It

MITCHELL, S.D. (MITCHELLNOW) At Monday’s Mitchell Planning Commission meeting, Davison County landowners pushed to merge property plats in hopes of lowering their tax bills, even hiring surveyors and filing zoning and plat applications with city and county offices to make it happen. According to the Mitchell Republic, residents are taking those steps instead of waiting for the Board of Equalization to rule on tax appeals. County Director of Equalization Leah Vissia says state law blocks using plat mergers to reduce assessments. State’s Attorney Jim Taylor agrees, saying only true agricultural land over 80 acres qualifies for exemptions, not property held for development.
