PIERRE, S.D. (MITCHELLNOW) South Dakota Republicans are headed for a primary battle in the secretary of state race next year. State Representative Heather Baxter of Rapid City announced Monday she’ll challenge incumbent Monae Johnson, who is seeking a second term. Baxter says she wants to bring fresh leadership to elections, emphasizing accessibility, accountability, and security.
