The Mitchell City Council last night approved the first reading of an ordinance to authorize a city-wide shut down if the COVID-19 virus reaches the level of community spread. The first reading begins a five-day time period for the council to hold a second reading that could shut down the city. Community spread occurs when a person with the virus catches it from another person without travel being involved. Mitchell has had two cases of the coronavirus thus far.
