Mitchell City Council Passes First Reading Of Panhandling Ordinance

The Mitchell City Council on Monday approved the first reading of an ordinance which would prohibit panhandling and aggressive solicitation. The measure was brought forward by council member Susan Tjarks. She told the council that business owners and residents had approached her with concerns about panhandlers. Tjarks said passing this ordinance may not solve the problem, but it is a positive step.  The ordinance is expected to be up for a second reading at the next city council meeting.
