The Mitchell City Council was thrown a curveball at the beginning of its first budget session on Tuesday night.  Councilman Steve Rice told the council that the budget process was out of sync.  He then proposed a set of rules for the council to follow which were changes from past budget processes.

The rules included not adding any new city employees, not approving any new buildings, limited purchases of new vehicles, and excluding capital outlay projects.

The council voted 4-3 in favor of Rice’s proposal.  Opponents of the proposal said it was not fair to implement the rules so late in the budget process.

There had been requests to add six new city jobs, including two firefighters, an emergency dispatcher, an information technology technician for the finance department, a human resources department secretary, and a maintenance person.  As a result of the proposal, those jobs were not considered during the public portion of last night’s hearing.

Budget hearings will continue Wednesday night at 5:30 at City Hall.
